What to include
- What the software needs to do, described as the problem rather than the feature list
- Who will use it, and how many of them
- What systems it has to work with
- Whether something exists already, and what is wrong with it
- Whether it will handle personal or regulated information
- Your timeline and what is driving it
- A budget range
If an off-the-shelf product would solve your problem better than custom software, you will be told that in the first reply.
What happens next
- A short call about the problem and the constraints
- Where the scope is unclear, a small paid discovery piece producing a real estimate
- A written proposal: scope of the first slice, timeline, rate, and what "done" means
- A contract covering IP assignment, account ownership and data handling
